- We report the median time in hours for two key stages: the initial response to the request and the “Substantive Response.” The latter is significantly longer because we follow a thorough process to ensure all legal requirements are met before disclosing user information, which often involves back-and-forth communication with the reporting Government. Consequently, these requests are only marked as complete once the entire process is finalized, which can substantially extend the median response time.
